  • Minor Divisions – Flint Park (back), Central School , & Lorenzen

3. Practice Fields (Weekdays)

As you are all aware, field space is extremely limited in the community. Excluding grades 1 & 2 (who don't practice midweek) there are some 1250 children, including travel, in our program. Weekday practice field designations for recreational teams are as follows – please adhere strictly to this schedule.

 

  • Flint Park (back):     Weekdays ( 6pm - dark) – MINOR Division teams only .
  • Flint Park (front):      Weekdays ( 6pm - dark)
  • Lorenzen:                Weekdays, except Monday ( 5:30pm – dark)
  • Town Center Annex: Weekdays ( 5:30pm - dark)

 

Use of these fields is subject to the following additional restrictions:

 

  • Our permits apply from 6:00pm until dark (except at Lorenzen & Town Center Annex – see above). High School Sports programs have permits until 6:00pm (or later if games start late) at Flint Park. You may NOT use these fields (or the surrounding areas) before 6:00pm , unless the High School teams have vacated them. Failure to observe this may result in our permits being revoked.
  • Flint Park (back field) is NOT AVAILABLE for practice AT ANY TIME on the following dates (due to back-to-back Varsity & JV Field Hockey games at 4 pm & 5:30 pm):

  • Do NOT practice when it is raining, or when the fields are wet. They all get extremely heavy use and need to be protected if they are to last the whole season. Use common sense; if in doubt, do NOT practice.
  • Under no circumstances, warm up or practice on the Little League field at Lorenzen .
  • Do NOT practice at Willow Park ; this is a Police Dept instruction due to the lack of parking there.
  • Move the goals away from the normal goal area for shooting drills in order to minimize wear and tear of those areas.
  • Do not leave litter, water bottles, articles of clothing, (and even soccer balls!) on the field after your practices and games.
  • Goals will NOT be available for practice Monday through Thursday at Flint Park, but will be unlocked after school sports finishes on Friday.

 

4.  Number of Players and Game Length

 

Minor Division:
9 v 9 2 x 20 minute halves
Intermediate Division:
11 v 11 2 x 25 minute halves
Major Division:
11 v 11 2 x 25 minute halves

 

5.  Points System

Win – 3 points, Tie – 1 point, Loss – 0 points.

7.Game Day Procedure

  • Gold Team coaches of the first game of the day (normally 8:30 or 9:00 at Flint , 11:15 at Central, 8:30 at Lorenzen , and 9:00 at Hommocks ) must collect 4 corner flags from the Flint Park Tennis House and place them in position on the field. Also, ensure that sand-bags are placed on goals – the goals at Flint Park , Lorenzen , and Central are especially light and can blow over easily and cause injury.
  • Gold Team coaches of the last game of the day ( you will know you are the last game if no teams are warming up to follow you ) must return the corner flags to the Tennis House, AND

- at Flint Park move the goals to the side of the field, face to face, under the trees bordering Hommocks Pool at front, and against the bushes at the lower side of the field at the back .

- at Central School move the goals against the fence, face to face, on the slope to the right of the double gates at the Stop & Shop end.

  • Gold Team coaches will be responsible for providing a properly inflated game ball.
  • Before the game, check that all players are wearing shin-guards, and that all watches, earrings, jewelry etc. have been removed.
  • Substitutions at the quarter . Coaches should have their changes pre-planned, and quickly implement them. It is not a time for players to come off the field, or for coaches to enter the field; the process should take no longer than 1 minute . We have a tight schedule to maintain in order to get through the day's program.
  • Keep players off the goal-nets; they are easily damaged and are expensive to replace. Players found damaging the goal nets may be suspended for a minimum of one game.
  • After the game, clear the sidelines of all trash (and possessions!). You will be surprised at what is still on the field after 5:00pm each game-day!
  • Both coaches should call or email the game-score into their commissioner as soon as possible after the game. If this is done promptly, results and standings can be prepared and published on the website.

 

8. Coaches Clinics

Winston Buddle will conduct 3 clinics for coaches during the first weekend of the season. Please take advantage of his wealth of experience for the benefit of the kids on your team, and participate in one of them (all 3 sessions have the same content). All three sessions will be at Flint Park – back field behind paddle tennis . Dates:

 

Saturday September 11, 4:45 – 6:15pm

Sunday September 12, 11:30am – 1:00pm

Monday September 13, 6:00 – 7:30pm

 

PLEASE BRING A BALL.

  

9. Inclement Weather

Coaches and players are expected to show up at the designated field unless they are notified by phone of a rainout. Only referees or League officials may cancel games. If the decision to take one or more fields out of service is made before 7:30am , a recorded message will be left on the LJSL answering machine, 834–4582.

 

In the event of a rainout, games will be re-scheduled at a later date – subject to availability of fields.

 

10. Picture Day

Saturday, September 18: Teams NOT playing on Sunday, September 21.

Sunday, September 19:   Teams playing on this date.

 

Please assemble at the Flint Park flagpole.

 

In order not to delay the game schedule, allow sufficient time to get to your field after the photos – i.e. appear 40-45 minutes before game-time if you are playing at other than Flint Park .

 

11. Feedback on Referees

We welcome feedback on the performance of referees, both positive and negative. This will help us in two important ways (a) identifying referees requiring additional training or guidance, and (b) assisting in assigning referees to age divisions appropriate to their experience and performance. Please e-mail feedback to the LJSL referee coordinator.

 

12. Parking

This is especially difficult at Flint Park . Parking regulations will be strictly enforced by the Police Department, and illegally parked cars will be ticketed. Encourage parents to use the parking facilities at Hommocks .



 


RULES FOR FALL 2004 RECREATIONAL SEASON

1. BASIC RULES

The Laws of the Game, as prescribed by FIFA, will be used for the Fall Season for the Intermediate and Major Divisions, with the exceptions and amendments specified below. The United States Youth Soccer 8 V 8 Official Laws for the under 10 age group with the exceptions and amendments set forth below will be used in the Minor Division. Other amendments to FIFA's Laws of the Game or U.S.Y.S.A. 8 V 8 Official Laws may be made for the PELE CUP, and these will be made available before that competition.


2. CONDUCT AT GAMES

Coaches will be responsible for the conduct of their players and parents. Verbal abuse of referees and players is unacceptable in our program; all comments from the sidelines should be of a positive and encouraging nature. The overriding theme should be “Let the players play, and the referees call the game”.


3. REFEREE DECISIONS ARE FINAL

Referees have complete control of the game. ALL REFEREE DECISIONS ARE FINAL. There will be no protests in regard to the referee's interpretation of the Laws of the Game or judgment calls.


4. LENGTH OF GAME

 

Minor Divisions

2 periods of 20 minutes each

Intermediate Divisions 2 periods of 25 minutes each
Major Divisions 2 periods of 25 minutes each

NOTE - Allowance MAY be made for time lost through accident or other cause at the discretion of the referee.


5. SUBSTITUTIONS

5.1   It is the coach's responsibility to ensure that EVERY player plays at least half a game. Furthermore, no player on a team may play more than one quarter more than any other player on that team. In other words, each player must play three quarters before any player may play all four quarters. Substitutions may be made at the quarter, half and three-quarter points of the game. In the case of the quarters, the referee will halt play at a normal stoppage point ( i.e. ball out of play), NEAREST to the mid-point of the half. Note that this may result in one quarter being marginally longer than the other. There are no exceptions to this rule, except for lateness as follows , and failure to comply may result in the game being forfeited .

5.2   In the event of an injury requiring a player to be removed from the field, a substitute may be introduced. However, the injured player may be brought back into the game at the next stoppage by notifying the referee. In the interests of player safety, it is recommended that all injured players be taken out of the game temporarily to ensure they are fit to continue.

5.3  These rules as to substitutions supersede the substitution rules set forth in FIFA's Laws of the Game and in the U.S.Y.S.A's 8 V 8 Official Laws.

 

6. GRACE PERIODS - MINOR DIVISION

6.1  Throw-ins . Leniency on throw-ins will be allowed for the first two regular season games in the MINOR Divisions only. On an illegal throw-in, the team committing the infringement will be asked to re-take the throw. If the second throw in is also illegal, the ball will be handed to the opposition.

6.2  Goalkeepers' 6-second rule . Goalies may take an unlimited number of steps within the box, as long as they release the ball within six seconds after gaining possession. As with throw-ins, leniency will be granted in the first two regular season games in the MINOR Divisions only.



7. RESTARTING PLAY BY DROP BALL

Certain situations (usually an injury) require play to be restarted by dropping the ball between two players. The FIFA rule states that the ball is to be dropped at the ball's location when the game was stopped. To avoid the possibility of cheap goals, if the ball is inside the penalty area at the time of stoppage, the ball will be dropped at the nearest point OUTSIDE the penalty box.



8. NO SHOW OF REFEREE AT GAME

If the assigned referee is not present at game time, the participating teams must, between them, provide a referee. There may be either one referee for the whole game, or each team may provide a referee for half the game. In any event, the game MUST be played.


9. SUSPENSIONS

Infractions will be strictly enforced by referees – e.g. dangerous play, unsportsmanlike behavior, violence, abusive language, etc. Red and yellow card offenses are as laid down in FIFA rules. Local addition - a red card will be issued to any player vandalizing the goals, nets or corner flags (swinging on the crossbar, climbing on the netting, etc.)

 

Red card = Ejection from game and suspension from next game.

Two yellow cards in one game = Red card.

Three yellow cards during season (excluding two in one game) = Suspension from next game.

 

NOTE : a substitute cannot be brought on to replace an ejected player; the team plays short-handed.



10. STANDINGS AND TIEBREAKER CRITERIA

Three points will be awarded for a win and 1 for a tie. In the event of a tie for a place in the standings at the end of the season, the following criteria will be used in sequence until a winner is determined:

1)  Head to head

     Two teams involved in tie : If two head to head games are played, and each team

    wins one, the total goal difference will decide winner.

     Three or more teams involved in tie : If the teams have played an unequal number

    of head to head games, or the tie cannot be resolved by win-loss-tie record, then

    go to tie-breaker 2 below.

2)  Most wins

3)  Goal difference (goals scored less goals allowed - maximum differential is three per game).

4)  Most goals (maximum three per game to count).

5) Fewest goals allowed.


11. RUNNING UP THE SCORE

Notwithstanding the tie-breaker procedure described above, the League strongly discourages needlessly running up the score. It is humiliating and disheartening to the team on the receiving end, especially to young players and to goalies. There should be no reason for the goal differential in any game to exceed five goals.



12. RAINOUT PROCEDURE

Do not assume that a game will be cancelled. Instruct players to proceed to field, unless you have been informed by a League Official that the game is off. Where field availability permits, postponed Saturday games will be played at same time, same field on the next day ( i.e. Sunday), unless you are notified otherwise.

 

13. TEAMS SHOWING UP SHORT OF PLAYERS

 

The minimum number of players for a game to be considered “official” is:

 11 v 11:   7 players

  9 v 9:     6 players

  8 v 8:     6 players

 

Our program is all about playing, not sitting on the bench, and opponents of “short” teams should not be penalized by playing equally short to even up the game. Therefore, one of the following two situations will apply:

 

•  If one of the teams has fewer than the minimum (as stated above), then they will forfeit the game. However, a scrimmage may be played after borrowing players from the other team.

•  If the “short” team has at least the minimum number of players, the game will be official. The coach of the “full” roster team may play with the normal number of players on the field, and may optionally lend players to the “short” team (in the latter case, the game score will still be considered official – win, loss, or tie).

  


14. FORFEITS & SUSPENDED GAMES

14.1 In the event that a team forfeits a game (either as a result of a substitution rule violation, or because they are unable to field the minimum number of players required to play the game – as described in Rule 13 above), the opposing team will be awarded a win with a 2-0 score.

14.2 In the event that a game is stopped while in progress due to adverse weather or field conditions, the game will be replayed in its entirety at a later date with the score reset to 0-0, regardless of the score at the time of the stoppage.



15. UNIFORM

Jersey , shorts and socks are supplied for each team member. Players must wear shin-guards. Baseball cleats, jams, boxer shorts, and cut-offs are not permitted. In the interests of player safety, ALL jewelry must be removed prior to games, and no hard casts will be allowed under any circumstances.



DIVISION CHAMPIONSHIPS (All Divisions) & PELE CUP TOURNAMENT (Minor & Intermediate Divisions)

1. Rules governing regular season games will govern division championship and Pele Cup games except with respect to overtime as set forth below. Most importantly, the playing time rule used in the regular season also applies to the Pele Cup and Division Championships – the relevant Rule 5.1 is repeated below:

5.1   It is the coach's responsibility to ensure that EVERY player plays at least half a game. Furthermore, no player on a team may play more than one quarter more than any other player on that team. 2. In the event the game is tied at the end of regulation time, the teams will play two 5 minute sudden death overtime periods as follows:

  1. Prior to the start of overtime, captains will attend a coin flip to determine kick off and choice of goals.
  2. At the end of the first 5-minute half, the referee will blow his or her whistle, ending the half, and the teams will immediately switch sides. Coaches cannot go on the field to give instructions, and players cannot leave the field for refreshments. All substitutions are to be made at the half, but coaches need not make substitutions during the overtime period.
  3. Overtime is sudden death; i.e., the first team to score wins.
  4. The playing time rule, 5.1 above, does NOT apply in overtime;  i.e. coaches may play the players of their choice in both overtime periods.
 

3. Shoot-outs. If neither team scores during overtime, a winner will be determined pursuant to a shoot-out using the following procedures:
  1. Captains will conduct a coin flip, and the winner of the coin flip will have the option of shooting first or second.
  2. Each coach will designate a goalie (who need not be the player who played goalie during regular time or overtime). The designated goalie remains as goalie throughout the entire shoot-out unless he or she is injured during the shoot-out.
  3. Each intermediate and major coach shall designate five players for the shoot-out, and each minor division coach shall designate four players. Each coach shall designate, before the shoot-out starts, the order in which the players will shoot and provide that information to the referee. Please note that the goalie may be a shooter. Players from each team will alternate taking penalty shots (player 1 from team A, followed by player 1 from team B, followed by player 2 from team A, etc.). The team that scores the most penalty shots wins.

4. If the first round does not result in a winner, each coach will designate 5 new players in the intermediate and major divisions and 4 in the minor division to conduct a second round of shoot-outs following the same procedures as the first. (NOTE: A player who shot in the first round is NOT eligible to shoot in the second round unless the team does not have enough players to field an entirely new second group.)

5. If the second round does not result in a winner, then there will be a sudden death shoot-out where each team designates one player to take one shot each. If one scores and the other does not, the scoring team wins. If neither shooter scores or if both score, then the coaches shall designate a second player to go through the same procedures, and if necessary a third round, etc. (NOTE: Players who participated in the first or second round are eligible for the sudden death shoot-out. No player may take a second shot in the sudden death shoot-out until everyone on his/her team has taken a shot.)
